This e-study was created to study the multi-level policy implementation of The Emergency Food Assistance Program (TEFAP). In doing so, this e-Study examines the following questions: 1) What are the driving forces behind the policy? 2) What power elements surround TEFAP in the macro policy field? And 3) How does this impact the public value that is being created? Consider these questions as you move through the multi-level policy implementation system of TEFAP.
